Your Committee on Finance, to which was referred H.B. No. 2474, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO INTERNATIONAL RELATIONS,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Authorize the Governor and Legislature to enter into nonbinding international cooperative agreements with foreign national governments, foreign subnational jurisdictions, and regional intergovernmental partners; and

(2) Authorize the Hawaii Sister-State and International Partnerships Commission to review proposals for sister-state or province partnerships and international cooperative agreements.

Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism and Chamber of Commerce Hawaii. Your Committee received comments on this measure from two individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2474, H.D. 1, and recommends that it pass Third Reading.
