Madame:

 

     Your Committee on Economic Development & Technology, to which was referred H.B. No. 2410 entitled:

 

"A BILL FOR AN ACT RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the Hawaii Technology Development Corporation to support various programs.

 

     Your Committee received testimony in support of this measure from the Hawaii Technology Development Corporation; Chamber of Commerce Hawaii; Hawaiʻi Farm Bureau; Hawaii Food Industry Association; Simonpietri Enterprises LLC; Maui Chamber of Commerce; and one individual.

 

     Your Committee finds that the Hawaii Technology Development Corporation is the State's leading agency for technology-based economic development and is dedicated to advancing innovation and diversifying the State's economy.  This measure is critically important to the Hawaii Technology Development Corporation, as it provides essential funding to support programs that foster the growth of technology sectors, including those aligned with the Corporation's mission to position Hawaii as the leading innovation center in the Pacific.  Your Committee further finds that the funding provided by this measure directly supports economic diversification and resilience. 

 

     Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

 

     Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $3,000,000 with the Hawaii Small Business Innovation Research Program, Manufacturing Assistance Program, and Accelerator and Small Business Training Programs to be allocated $1,000,000 each.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2410, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2410, H.D. 1, and be referred to your Committee on Finance.
