The purpose of this measure is to appropriate funds to the State Public Charter School Commission for prekindergarten-only public charter schools.

Your Committee received testimony in support of this measure from the Executive Office on Early Learning; State Public Charter School Commission; Early Learning Board; Hawaiʻi Children's Action Network Speaks!; Early Childhood Action Strategy; Waikiki Community Center; Parents and Children Together; and numerous individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2399, H.D. 1, and recommends that it pass Third Reading.
