Madame:

Your Committee on Finance, to which was referred H.B. No. 2361, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE KANEOHE BAY REGIONAL COUNCIL,"

begs leave to report as follows:

The purpose of this measure is to require:

(1) The Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay Regional Council;

(2) The Chairperson of the Kaneohe Bay Regional Council to be considered from among all voting and nonvoting members and to be selected by the voting members on an annual and rotating basis; and

(3) The Kaneohe Bay Regional Council to meet quarterly.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources and Koʻolaupoko Hawaiian Civic Club. Your Committee received comments on this measure from one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2361, H.D. 1, and recommends that it pass Third Reading.
