Your Committee on Finance, to which was referred H.B. No. 2345, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO SCHOOL FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Require and appropriate funds for the School Facilities Authority to establish geographically based capital improvement project districts for the localized management of deferred maintenance; and

(2) Transfer all deferred maintenance functions and vacant positions in the Department of Education Facilities Development Branch to the School Facilities Authority.

Your Committee received testimony in support of this measure from the Hawaii Children's Action Network Speaks!. Your Committee received testimony in opposition to this measure from the Department of Education. Your Committee received comments on this measure from the Hawaii School Facilities Authority; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; and United Public Workers, AFSCME Local 646, AFL-CIO.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2345, H.D. 1, and recommends that it pass Third Reading.
