Madame:

 

     Your Committee on Transportation, to which was referred H.B. No. 2337 entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require unencumbered and unexpended revenues from the Automated Speed Enforcement Systems Program Special Fund in excess of $12,000,000 as of June 30 of each year to lapse to the general fund.

 

     Your Committee received testimony in support of this measure from the Department of Transportation and one individual.

 

     Your Committee finds that the Automated Speed Enforcement Systems Program plays a critical role in improving roadway safety and deterring dangerous speeding behavior across the State.  Clear fiscal parameters and operational flexibility are necessary to ensure the long-term sustainability and effectiveness of the program.  By also removing county-specific expenditure restrictions, this measure provides the Department of Transportation with the flexibility to allocate funds where they are most needed, strengthening traffic safety efforts statewide and enhancing the efficient management of the Automated Speed Enforcement Systems Program.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the amount remaining on the balance in the special fund that triggers the lapse to the general fund to an unspecified amount; and

 

     (2)  Changing its effective date to July 1, 3000, to encourage further discussion.

 

     Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an amount in excess of $12,000,000 remaining on the balance in the Automated Speed Enforcement Systems Program Special Fund to lapse to the general fund.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2337, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2337, H.D. 1, and be referred to your Committee on Finance.
