Madame:

 

     Your Committee on Public Safety, to which was referred H.B. No. 2336, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO FEDERAL MILITARY INSTALLATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Department of Transportation to enter into agreements with the United States Department of Defense to assist with the provision of services, including construction, maintenance, improvement, relocation, or extension service, for federal military installations.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Military and Community Relations Office; and Hawaii Military Affairs Council. 

 

     Your Committee finds that federal military facilities play a vital role in disaster response and recovery efforts, particularly in a geographically isolated state like Hawaii that is vulnerable to hurricanes, tsunamis, and other natural disasters.  These installations serve as essential lifelines for logistics, transportation, communications, and emergency shelter during emergencies, directly supporting the health, safety, and welfare of the general public.  Your Committee further finds that by allowing the State to assist with timely infrastructural work that supports military readiness and operational effectiveness, serves a public purpose and will strengthen the long-standing partnership between the State and the United States military.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2336, H.D. 1, and recommends that it be referred to your Committee on Finance.
