Madame:

 

     Your Committee on Transportation, to which was referred H.B. No. 2333 entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Department of Transportation to designate airport special district zones within airports statewide.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Airlines For America; Blind Vendors Ohana, Inc.; Airlines Committee of Hawaii; and one individual.

 

     Your Committee finds that Hawaii's airports serve as vital transportation hubs and primary points of entry and departure for residents, visitors, businesses, and emergency services.  Your Committee further finds that trespass-related incidents account for a substantial portion of airport security cases and often lead to theft, assault, property damage, and other conduct that disrupts safe and efficient operations, while existing laws lack sufficient enforcement mechanisms to prevent recurring violations.  By authorizing the creation of airport special district zones and clarifying authority to prohibit unauthorized access and obstructive or disruptive activities, this measure enhances safety and security, supports compliance with federal requirements, and ensures that airport facilities remain dedicated to their core transportation functions.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying the actions that are prohibited within an airport special district zone;

 

     (2)  Inserting a savings clause;

 

     (3)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2333, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2333, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
