Your Committee on Finance, to which was referred H.B. No. 2315, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO STATE EMPLOYEE BENEFITS,"

begs leave to report as follows:

The purpose of this measure is to authorize the Department of Health to establish a three-year Vacation Payout Pilot Program that allows eligible Department of Health employees to liquidate a portion of their earned vacation leave benefits to fund the down payment of a personal primary residence.

Your Committee received testimony in support of this measure from the Department of Health; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; and United Public Workers, AFSCME Local 646, AFL-CIO.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2315, H.D. 1, and recommends that it pass Third Reading.
