     Your Committee on Finance, to which was referred H.B. No. 2310, H.D. 1, entitled:

 

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make an emergency appropriation of general revenues to replenish the remaining balance of fiscal year 2025-2026 appropriations that were redirected to provide emergency food assistance during the 2025 federal government shutdown, thereby enabling the Department of Human Services to meet its existing obligations and avoid the assessment of penalties and interest.

 

     Your Committee received testimony in support of this measure from the Office of the Governor; Department of Human Services; Hawaii Food Industry Association; Hawaiʻi Public Health Institute; Healthy Eating, Active Living Coalition; The Institute for Human Services, Inc.; Catholic Charities Hawaiʻi; Hawaiʻi Primary Care Association; Hawaiʻi Children's Action Network Speaks!; and three individuals.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2310, H.D. 1, and recommends that it pass Third Reading.
