Your Committees on Tourism and Economic Development & Technology, to which was referred H.B. No. 2268 entitled:
"A BILL FOR AN ACT RELATING TO FILM PRODUCTION,"
beg leave to report as follows:
The
purpose of this measure is to add
the marketing and promotion of film production as a power of the Hawaii Tourism
Authority.
Your Committees received testimony in support of this measure
from the Office of the Governor; Hawaii Tourism Authority; Activities and
Attractions Association of Hawaii; International Cultural Arts Network;
Hyperspective Studios, Inc.; Tyler Young Films, LLC.; Hawaii Teamsters Local
996; Hawaiʻi Film Alliance; Kapolei Chamber of
Commerce; and numerous individuals. Your
Committees received testimony in opposition to this measure from one individual.
Your Committees find
that film production is a proven driver of tourism, workforce development, and
economic growth, and that productions filmed in Hawaii showcase the State's
landscapes, culture, and creative talent to global audiences, generating
long-term visitor interest. Your
Committees further find that authorizing the Hawaii Tourism Authority to
integrate the marketing and promotion of film productions into its existing
marketing infrastructure, global partnerships, and cultural stewardship will
enable the State to attract high-value film productions that align with the
State's values, support local jobs, and promote sustainable tourism.
Your
Committees have amended this measure by:
(1) Inserting language limiting the promotion and
marketing of film productions to productions that are filmed in Hawaii; and
(2) Changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the records of votes of the members of your Committees on Tourism and Economic Development & Technology that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2268, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2268, H.D. 1, and be referred to your Committee on Finance.
