Your Committee on Finance, to which was referred H.B. No. 2246, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURAL GRANT ADMINISTRATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish an Agricultural Grant Program to be administered by the Department of Agriculture and Biosecurity for the purposes of grant application, execution, reporting, and auditing; and

(2) Establish and appropriate funds into and out of the Agricultural Grant Revolving Fund for purposes of the Agricultural Grant Program.

Your Committee received testimony in support of this measure from the Department of Agriculture and Biosecurity; Local Food Coalition; Hawaii Cattlemen's Council; Hawaiʻi Farm Bureau; Agriculture Stewardship Hawaiʻi; and one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2246, H.D. 1, and recommends that it pass Third Reading.
