Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 2054 entitled:

 

"A BILL FOR AN ACT RELATING TO THE CAMPAIGN SPENDING COMMISSION'S ELECTRONIC FILING SYSTEM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require designated campaign finance documents to be submitted electronically through the Campaign Spending Commission's upgraded electronic filing system.

 

     Your Committee received testimony in support of this measure from the Campaign Spending Commission and League of Women Voters of Hawaii.

 

     Your Committee finds that in 2025, the Legislature appropriated $2,200,000 to the Campaign Spending Commission to modernize its electronic filing system, which is scheduled for implementation by December 2026.  Your Committee further finds that requiring certain campaign finance documents to be submitted electronically through the upgraded system will improve the efficiency and timeliness of campaign finance disclosure.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2054, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2054, H.D. 1, and be referred to your Committee on Finance.
