Your Committee on Finance, to which was referred H.B. No. 2022, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO MOTOR VEHICLE REGISTRATION,"

begs leave to report as follows:

The purpose of this measure is to specify that:

(1) The county annual vehicle registration fee shall not exceed the state annual motor vehicle registration fee;

(2) Counties are required to spend a certain portion of county motor vehicle registration fee revenues and weight taxes on roadway repair and maintenance; and

(3) The county annual vehicle weight tax shall not exceed the state annual vehicle weight tax.

Your Committee received comments on this measure from the Tax Foundation of Hawaii.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2022, H.D. 1, and recommends that it pass Third Reading.
