Sir:
Your Committee on Judiciary, to which was referred H.B. No. 2020, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO RENEWAL OF DRIVER'S LICENSES,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Require certain applicants for driver's license renewal to complete an educational course that includes a road safety video developed by the Department of Transportation and a written examination;
(2) Authorize the Department of Transportation to develop and implement a system to randomly require applicants for renewal of a driver's license to complete a written examination; and
(3) Require a report to the Legislature.
Your Committee received testimony in support of this measure from the Department of Transportation and one individual.
Your Committee received testimony in opposition to this measure from the Office of the Public Defender and three individuals.
Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu.
Your Committee finds that driver's license examinations test an applicant's ability to understand highway signs, knowledge of traffic laws and ordinances, and other essential road safety knowledge. Requiring an applicant who has received a moving violation within the five-year period prior to their application for driver's license renewal is necessary to determine the applicant's fitness to continue operating a motor vehicle. This measure will reinforce the importance of ongoing driver education to enhance roadway safety.
Your Committee has amended this measure by inserting an effective date of March 22, 2075, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2020, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2020, H.D. 2, S.D. 1.
