The purpose of this measure is to appropriate funds to the Executive Office on Early Learning to administer funding for family-child interaction learning programs.

Your Committee received testimony in support of this measure from the Executive Office on Early Learning; Early Learning Board; Department of Community Services of the City and County of Honolulu; Commit to Keiki; Early Childhood Action Strategy; Hawaiʻi Community Foundation; Parents And Children Together; Partners in Development Foundation; Kamehameha Schools; Hawaiʻi Children's Action Network Speaks!; Keiki O Ka ʻĀina Family Learning Centers; and four individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2019, H.D. 1, and recommends that it pass Third Reading.
