     Your Committee on Human Services & Homelessness, to which was referred H.B. No. 2007 entitled:

 

"A BILL FOR AN ACT RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to increase a taxpayer's applicable percentage of employment-related expenses that may be claimed for the Household and Dependent Care Services Tax Credit.

 

     Your Committee received testimony in support of this measure from one member of the Hawaiʻi County Council; Hawaiʻi Children's Action Network Speaks!; Indivisible Hawaiʻi Working Families Team; AAUW of Hawaii; Strode Montessori; Oʻahu Youth Action Board; Hawaii Appleseed Center for Law & Economic Justice; AARP Hawaii; and numerous individuals.  Your Committee received comments on this measure from the Department of Taxation and Tax Foundation of Hawaii.

 

     Your Committee finds that Hawaii's high cost of child and dependent care continues to place significant financial strain on working families and caregivers across the State.  This measure strengthens financial stability for working households by making the tax credit more reflective of actual care costs.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2007, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2007, H.D. 1, and be referred to your Committee on Economic Development & Technology.
