Madame:

Your Committee on Finance, to which was referred H.B. No. 2004, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Extend the Librarian Pilot Program, which provides rotating support services to schools in one school complex on Oahu and one school complex on a neighbor island, to June 30, 2030; and

(2) Authorize the Department of Education to select a second school complex on Oahu to be part of the pilot program if no appropriate school complex on a neighbor island can be identified.

Your Committee received testimony in support of this measure from the Department of Education; Hawaii State Public Library System; Hawaiʻi State Teachers Association; and six individuals.

Your Committee has amended this measure by:

(1) Adding an appropriation of an unspecified amount for fiscal year 2026-2027 for the Librarian Pilot Program; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2004, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2004, H.D. 2.
