Sir:

 

     Your Committee on Water, Land, Culture and the Arts, to which was referred H.B. No. 2001, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO LOVE MY LIBRARY DAY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to designate the first Friday in February of each year as "Love My Library Day" in the State.

 

     Your Committee received testimony in support of this measure from the Department of Education, Hawaiʻi State Public Library System, Hawaiʻi State Teachers Association, Friends of the Library of Hawaiʻi, and six individuals.

 

     Your Committee finds that libraries are community institutions that foster lifelong learning, equity, civic engagement, and the democratization of information access.  Your Committee recognizes that the Hawaii State Public Library System, the only statewide public library system in the nation, has contributed significantly to the public well-being, education and literacy, and culture of the State for over a century.  This measure will honor the impact of state libraries and library workers and spotlight the need to sustain public support of library services for future generations.

 

     Your Committee has amended this measure by:

 

     (1)  Making it effective upon its approval; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Water, Land, Culture and the Arts that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2001, H.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2001, H.D. 2, S.D. 1, and be placed on the calendar for Third Reading.
