Your Committee on Finance, to which was referred H.B. No. 1986, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO A CLEAN FUEL STANDARD,"
begs leave to report as follows:
The purpose of this measure is to require the Department of Transportation to:
(1) Adopt rules by January 1, 2028, governing a clean fuel standard for alternative fuels in the State; and
(2) Report to the Legislature and conduct public informational sessions related to the implementation and performance of the clean fuel standard.
Your Committee received testimony in support of this measure from the Department of Transportation; Hawaiʻi Climate Change Mitigation and Adaptation Commission; Neste; Imua Alliance; Low Carbon Fuels Coalition; Simonpietri Enterprises LLC; Pump Cleaner Fuels Hawaiʻi; Clean Energy; Rivian Automotive, LLC; RNG COALITION; American Biogas Council; and one individual. Your Committee received testimony in opposition to this measure from one individual. Your Committee received comments on this measure from Island Energy Services, LLC; Par Hawaii; Beta Analytic; and one individual.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1986, H.D. 2, and recommends that it pass Third Reading.
