     Your Committee on Ways and Means, to which was referred H.B. No. 1970, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII CANCER CENTER,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to appropriate moneys out of the University of Hawaii Tuition and Fees Special Fund to support the ongoing work of the Hawaii Tumor Registry.

 

     Your Committee received written comments in support of this measure from the State Health Planning and Development Agency, Hawaii Medical Association, American Cancer Society Cancer Action Network, and fourteen individuals.

 

     Your Committee finds that the Hawaii Tumor Registry provides comprehensive cancer surveillance services, including targeted cancer screening programs in underserved communities, research into cancer disparities among ethnically diverse populations, and research to inform rapid community health interventions and state policy responses.  Your Committee further finds that cutbacks in federal funding have impaired key functions of the Hawaii Cancer Center and Hawaii Tumor Registry.  Accordingly, this measure provides state moneys needed to support these critical services.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1970, H.D. 2, S.D. 1, and recommends that it pass Third Reading.
