Madam and Sir:

Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1959, H.D. 2, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO DOMESTIC VIOLENCE,"

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

The purpose of this measure is to:

(1) Extend for five years certain provisions relating to abuse of family or household members, including the petty misdemeanor offense of abuse of family or household members, clarification of penalties, and authorization for deferred acceptance of guilty pleas for misdemeanor and petty misdemeanor offenses; and

(2) Require the Judiciary to submit reports to the Legislature regarding cases filed with the Judiciary involving the offense of abuse of family or household members.

Your Committee on Conference has amended this measure by:

(1) Specifying that the Judiciary's first annual report is due to the Legislature no later than December 1, 2027, rather than December 1, 2026, and requiring the report to include data starting from July 1, 2026, rather than the effective date of this measure; and

(2) Changing the effective date to June 29, 2026.

As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1959, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1959, H.D. 2, S.D. 1, C.D. 1.
