Your Committee on Finance, to which was referred H.B. No. 1952, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

The purpose of this measure is to authorize the issuance of general obligation bonds and appropriate funds for capital improvements for the University of Hawaii College of Tropical Agriculture and Human Resilience's Agricultural Research and Extension Station on Kauai.

Your Committee received testimony in support of this measure from the Hawaiʻi Farm Bureau; Hilo County Farm Bureau; Hawaii Crop Improvement Association; Kalepa Koalition; Hawaiʻi Food+ Policy; East Oahu County Farm Bureau; and three individuals. Your Committee received comments on this measure from the University of Hawaiʻi College of Tropical Agriculture and Human Resilience.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1952, H.D. 1, and recommends that it pass Third Reading.
