The purpose of this measure is to establish and appropriate funds for the Green Fee Transparency and Accountability Program and Green Fee Resiliency Impact Dashboard, to be administered by the Green Fee Transparency and Accountability Coordinator.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Office of Hawaiian Affairs; Office of Planning and Sustainable Development; Green Fee Advisory Council; Hawaiʻi State Youth Commission; Hawaiʻi Community Foundation; Hawaiian Council; Hawaiʻi Ocean Legislative Task Force; Puakō for Reefs; Sustainable Coastlines Hawaii; The Nature Conservancy, Hawaiʻi and Palmyra; Care for ʻĀina Now Coalition; Kuaʻāina Ulu ʻAuamo; Agriculture Stewardship Hawaiʻi; Mālama Pūpūkea-Waimea; Malama Kai Foundation; Kupu; Hawaiʻi Reef and Ocean Coalition; Climate Protectors Hawaiʻi; Global Preservation Initiative; Maui Bicycling League; and eight individuals. Your Committee received testimony in opposition to this measure from one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1949, H.D. 1, and recommends that it pass Third Reading.
