Your Committee on Water & Land, to which was referred H.B. No. 1919, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO DEVELOPMENT STANDARDS,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Hawaiʻi Climate Change Mitigation and Adaptation Commission; Office of Planning and Sustainable Development; County of Hawaiʻi Mass Transit Agency; two members of the Honolulu City Council; one member of the Maui County Council; Hawaiʻi Appleseed Center for Law & Economic Justice; Holomua Collaborative; Hawaiʻi Association of REALTORS; Ulupono Initiative; Hawaiʻi YIMBY; Hawaiʻi Bicycling League; AARP Hawaiʻi; Housing Hawaiʻi's Future; Oahu Metropolitan Planning Organization; International Union of Operating Engineers Local 3; Grassroot Institute of Hawaii; Building Industry Association of Hawaii; and four individuals. Your Committee received testimony in opposition to this measure from one member of the Maui County Council and one individual. Your Committee received comments on this measure from the Department of Planning and Permitting of the City and County of Honolulu.
Your Committee finds that pre-determined minimum parking standards can needlessly increase the cost of housing and commercial development. Instead of adhering to a one-size-fits-all approach to parking, this measure seeks to determine the appropriate amount of parking for a project on a case-by-case basis and in a manner that is sensitive to actual community needs.
Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1919, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as H.B. No. 1919, H.D. 2.
