Madame:
Your Committee on Transportation, to which was referred H.B. No. 1882 entitled:
"A BILL FOR AN ACT RELATING TO MOTOR VEHICLES,"
begs leave to report as follows:
The purpose of this measure is to exempt motorcycles and passenger cars from safety inspections.
Your Committee received testimony in support of this measure from the Grassroot Institute of Hawaii. Your Committee received testimony in opposition to this measure from the Department of Transportation; Kauaʻi Police Department; Department of Customer Services for the City and County of Honolulu; and one individual.
Your Committee finds that Hawaii's existing
motor vehicle safety inspection requirements apply broadly to most vehicle
types, including motorcycles and passenger cars, regardless of age or
condition. By exempting motorcycles and
passenger cars from periodic safety inspection requirements, this measure would
reduce regulatory burdens, save vehicle owners time and money, and streamline
administrative processes.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion;
(2) Delaying the effective date of the provisions of this measure by one year; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1882, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1882, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
