Sir:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 1842, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to amend certain transfers of real property between the State and the City and County of Honolulu that were required by Act 289, Session Laws of Hawaii 2025.

 

     Specifically, this measure amends Act 289, Session Laws of Hawaii 2025, by:

 

     (1)  Requiring the Westridge parcel, rather than the Senior Residence at Iwilei parcel, to be transferred to the City and County of Honolulu;

 

     (2)  Changing the effective date for the transfer of the Alii  Tower parcel to the State;

 

     (3)  Repealing language that exempts the Alii Tower parcel from the definition of "public lands;" and

 

     (4)  Changing the date by which the City and County of Honolulu must finalize the approval of the transfer of the Alii Tower parcel.

 

     Your Committee received written comments in support of this measure from the Office of Planning and Sustainable Development.

 

     Your Committee received written comments on this measure from the Department of Land and Natural Resources and HONCRE1 LLC.

 

     Your Committee finds that requiring the State to transfer to the City and County of Honolulu the Westridge parcel, rather than the Senior Residence at Iwilei parcel, will help to advance transit-oriented development along Honolulu's rail corridor.  Specifically, this transfer will allow the City and County of Honolulu to pursue transit-oriented development opportunities on the Westridge parcel.  Your Committee believes that this transfer will help align state land assets with county transit goals.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1842, H.D. 2, S.D. 1, and recommends that it pass Third Reading.
