Madame:

 

     Your Committee on Economic Development & Technology, to which was referred H.B. No. 1813 entitled:

 

"A BILL FOR AN ACT RELATING TO TAXATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend and repeal certain exemptions under the general excise tax and use tax laws.

 

     Your Committee received testimony in opposition to this measure from the Securities Industry and Financial Markets Association.  Your Committee received comments on this measure from the Department of Taxation and Tax Foundation of Hawaii.  

 

     Your Committee finds that the general excise tax and use tax laws contain various exemptions that no longer reflect presentday industry practices or administrative needs.  This measure is intended to reduce confusion and increase clarity and transparency by repealing certain exemptions within the State's tax code that are obsolete or rarely claimed.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1813, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1813, H.D. 1, and be referred to your Committee on Finance.
