Madame:
Your Committee on Finance, to which was referred H.B. No. 1803, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO STUDENT HEAT EXPOSURE,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Require the Board of Education to adopt a heat acclimatization and practice policy based on the Hawaii Athletic Trainers Association's Hawaii High School Athletic Association Heat Acclimatization and Practice Policy of 2017 for K-12 students in all Department of Education and public charter schools for certain physical activities; and
(2) Appropriate funds for training and implementation of the policy and for the provision of wet-bulb globe thermometers to all Department of Education and public charter schools.
Your Committee received testimony in support of this measure from the State Public Charter School Commission; Hawaiʻi Public Health Institute; Hawaiʻi Public Health Association; Hawaiʻi Children's Action Network Speaks!; ʻAhahui o nā Kauka; Sierra Club of Hawaiʻi; and numerous individuals. Your Committee received comments on this measure from the Department of Education and Board of Education.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1803, H.D. 1, and recommends that it pass Third Reading.
