Your Committee on Finance, to which was referred H.B. No. 1781, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to require and appropriate funds for the Department of Education to establish a Numeracy Coaching Program to provide numeracy coaches in certain Department of Education elementary, middle, and intermediate schools to support teachers, improve instruction, and ensure that students develop a strong foundation in mathematics.

Your Committee received testimony in support of this measure from the Department of Education; University of Hawaiʻi at Manoa College of Education; HawaiiKidsCAN; Harold K.L. Castle Foundation; and two individuals. Your Committee received testimony in opposition to this measure from one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1781, H.D. 1, and recommends that it pass Third Reading.
