Your Committees on Water, Land, Culture and the Arts and Agriculture and Environment, to which was referred H.B. No. 1774, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO CENTRALIZED ACCESS TO RESOURCES,"
beg leave to report as follows:
The purpose and intent of this measure is to require and appropriate funds for the Hawaii Climate Change Mitigation and Adaptation Commission to develop, implement, and maintain a centralized resource website to connect residents to support and resources to address affordability, health, safety, and the impacts of climate change.
Your Committees received testimony in support of this measure from the Department of Land and Natural Resources, Hawaiʻi State Youth Commission, Carbon Cashback Hawaiʻi, 350Hawaii.org, Climate Protectors Hawaiʻi, and twelve individuals.
Your Committees find that state residents have access to a variety of federal and state benefits, particularly when it comes to energy rebates, energy-efficient appliance upgrades, tax credits, and financing. However, many residents are unaware of these programs and the opportunities they provide, and those that are must navigate multiple different websites and application processes, impeding the efficient implementation of the program benefits. This measure will improve environmental justice, affordability, and resilience through the consolidation of public resources and expansion of public access.
Your Committees have amended this measure by:
(1) Deleting language that would have allocated the appropriation of the measure as follows:
(A) An unspecified amount for the development and implementation of the centralized resource website; and
(B) An unspecified amount for the maintenance of the centralized resource website; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the records of votes of the members of your Committees on Water, Land, Culture and the Arts and Agriculture and Environment that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1774, H.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1774, H.D. 2, S.D. 1, and be referred to your Committee on Ways and Means.
