     Your Committee on Education, to which was referred H.B. No. 1764, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE MUSIC ACCESSIBILITY PILOT PROGRAM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish and appropriate funds for the Music Accessibility Pilot Program within the Hawaii State Public Library System to expand access to public concerts and musical education throughout Hawaii.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi State Public Library System; Hawaiʻi Symphony Orchestra; Servco Pacific, Inc.; and numerous individuals.

 

     Your Committee finds that music and the arts play a vital role in shaping Hawaii's cultural identity and strengthening communities.  Expanding access to music, particularly for students and individuals who may otherwise face barriers, supports creativity, learning, and personal growth, while also contributing to a more inclusive and vibrant society.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1764, H.D. 1, and recommends that it be referred to your Committee on Finance.
