Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1752 entitled:

 

"A BILL FOR AN ACT RELATING TO EMERGENCY MEDICAL SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to remove the Adjutant General and add the Administrator of the Hawaii Emergency Management Agency as a nonvoting ex-officio member of the State Emergency Medical Services Advisory Committee.

 

     Your Committee received testimony in support of this measure from the Department of Defense and Department of Health.

 

     Your Committee finds that the Hawaii Emergency Management Agency coordinates statewide emergency management and disaster response, including medical services.  Your Committee further finds that the membership of the Hawaii Emergency Medical Services Advisory Committee does not include participation from the Hawaii Emergency Management Agency, despite the responsibilities of the Agency directly aligning with those of the Committee.  This measure ensures that the Hawaii Emergency Management Agency has the ability to participate in policy decisions about emergency medical services by adding the Administrator of the Hawaii Emergency Management Agency as a member of the Hawaii Emergency Medical Services Advisory Committee.

 

     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1752, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1752, H.D. 1.
