Madame:
Your Committee on Finance, to which was referred H.B. No. 1727, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE RENTAL HOUSING REVOLVING FUND,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Specify the conditions under which the Hawaii Housing Finance and Development Corporation may transfer monies within the Rental Housing Revolving Fund and its subaccounts;
(2) Clarify what constitutes a mixed‑income rental project or units in a mixed-income rental project for the purposes of the Mixed‑Income Subaccount;
(3) Repeal the sunset date for the Mixed‑Income Subaccount;
(4) Authorize the Director of Finance to transfer monies from the Rental Housing Revolving Fund into the Mixed‑Income Subaccount; and
(5) Appropriate funds into and out of the Mixed-Income Subaccount.
Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation; Department of Business, Economic Development, and Tourism; Housing Hawaiʻi's Future; and Hawaiʻi YIMBY. Your Committee received comments on this measure from Catholic Charities Hawaiʻi.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1727, H.D. 1, and recommends that it pass Third Reading.
