Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1667 entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIL IDENTIFICATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to lower the age to obtain a state civil identification card without a signature from a parent or guardian from eighteen years old to sixteen years old.

 

     Your Committee received testimony in support of this measure from the Opportunity for Youth Action Hawaiʻi Hui; Hawaii Youth Services Network; and two individuals.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu.

 

     Your Committee finds that many sixteen- and seventeen-year-olds in Hawaii are legally and practically acting independently but are unable to obtain identification due to the parental consent requirement.  Your Committee further finds that possession of a state civil identification card is necessary for minors to access health care, employment, housing, and other basic services.  This measure lowers the age at which an individual may obtain a state civil identification card without parental consent, reducing barriers for certain minors and promoting equitable access to essential services.

 

     Your Committee notes that the Department of Customer Services of the City and County of Honolulu requested that the effective date of this measure be no sooner than one year from the Governor's approval to fully implement the operational and system changes required by this measure.

 

     Your Committee has amended this measure by:

 

     (1)  Deleting the proviso that may lead to a misinterpretation of the provisions relating to state civil identification cards and driver's licenses; and

 

     (2)  Changing the effective date July 1, 3000, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1667, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1667, H.D. 1, and be placed on the calendar for Third Reading.
