Sir:

 

     Your Committee on Transportation, to which was referred H.B. No. 1588, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Establish the Noise Detection Camera Program in the Department of Transportation for the installation of noise detection cameras for the enforcement of noise control laws; and

 

     (2)  Appropriate funds.

 

     Your Committee received testimony in support of this measure from the Department of Transportation, Waikiki Business Improvement District, The Outdoor Circle, AOAO Liliuokalani Gardens, Waikiki Neighborhood Board, Hawaii Medical Service Association, and two individuals.

 

     Your Committee finds that noise pollution is a public health policy issue due to its direct impact on physical and mental health, quality of life, and long-term community well-being.  Chronic exposure to excessive noise pollution, especially for those living in densely populated areas, can contribute to stress-related conditions, sleep disruption, and other adverse health outcomes that culminate in avoidable health care costs.  This measure will provide state and county agencies with the necessary tools to enforce noise standards fairly and efficiently, improving public health and enhancing quality of life.

 

     Your Committee notes that this measure, in its current form, does not include any enforcement mechanisms to enforce violations of applicable noise control ordinances.  Your Committee respectfully requests that subsequent Committees to which this measure is referred consider this issue.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1588, H.D. 1, and recommends that it pass Second Reading and be referred to your Committee on Ways and Means.
