Madame:
Your Committee on Finance, to which was referred H.B. No. 1577, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO 911 SERVICES,"
begs leave to report as follows:
The purpose of this measure is to require
the 911 Board to:
(1) Establish a Statewide Emergency Safety Profile System Pilot Program to allow residents to voluntarily create and manage secure personal safety profiles containing information relevant to emergency response efforts;
(2) Convene a working group to discuss the pilot
program; and
(3) Submit a report to the Legislature regarding
the pilot program.
Your Committee received testimony in support of this measure from the Department of Health; State Council on Developmental Disabilities; Kauaʻi Police Department; Hawaii Disability Rights Center; Aloha Independent Living Hawaii; Hawaiʻi Self-Advocacy Advisory Council; Full Life; and four individuals. Your Committee received comments on this measure from the 911 Board.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1577, H.D. 1, and recommends that it pass Third Reading.
