Your Committee on Finance, to which was referred H.B. No. 1566, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"

begs leave to report as follows:

The purpose of this measure is to require:

(1) All state agencies to expeditiously use energy efficient lighting; and

(2) The Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, with priority given to first responder facilities, and submit a report of the survey to the Legislature.

Your Committee received testimony in support of this measure from the Hawaiʻi Climate Change Mitigation and Adaptation Commission; Climate Protectors Hawaiʻi; and four individuals. Your Committee received comments on this measure from the Department of Accounting and General Services and Hawaiʻi State Energy Office.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1566, H.D. 1, and recommends that it pass Third Reading.
