     Your Committee on Finance, to which was referred H.B. No. 1563, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO TOBACCO PRODUCTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal existing law that provides that all local ordinances and regulations regulating the sale of cigarettes, tobacco products, and electronic smoking devices are preempted and that existing laws and regulations that conflict with the state law on smoking are null and void.

 

     Your Committee received testimony in support of this measure from the Department of Health; Department of the Attorney General; State Health Planning and Development Agency; one member of the Kauai County Council; one member of the Hawaiʻi County Council; Friends of Kamalani & Lydgate Park; American Heart Association; Hawaii Substance Abuse Coalition; Hina Mauka; Parents and Children Together; America Cancer Society Cancer Action Network; Campaign for Tobacco-Free Kids; Tobacco-Freed Kids Action Fund; Hawaii Primary Care Association; Coalition for a Tobacco-Free Hawaiʻi; Hawaiʻi Health & Harm Reduction Center; Coalition for a Tobacco-Free Hawaiʻi Youth Council; Hawaii COPD Coalition; Hawaiʻi Children's Action Network Speaks!; Hawaiʻi Public Health Association; Hawaii Medical Association; Hawaiʻi State Association of Counties; Hawaiʻi Pacific Health; University of Hawaii Student Health Advisory Council; American Lung Association; Hawaii Chapter of the American Academy of Pediatrics; and numerous individuals.  Your Committee received testimony in opposition to this measure from the R Street Institute; Keaau Shell; Hawaii Smokers Alliance; Cigar Association of America, Inc.; Easley Corp; KAGRO; Non Stop Convenience; ABC Stores; R&K Liquor; Waialae Mini Mart; Campbell Stop & Shop; Marukin Market; Ala Wai Service; and numerous individuals.  

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1563, H.D. 2, and recommends that it pass Third Reading.
