RE:     H.B. No. 1166

        H.D. 1

        S.D. 1

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 1166, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AUTOMATED SPEED ENFORCEMENT SYSTEMS PROGRAM,"

begs leave to report as follows:

The purpose and intent of this measure is to advance the State's efforts to reduce speed-related motor vehicle fatalities and injuries.

More specifically, this measure appropriates moneys for the establishment and maintenance of an Automated Speed Enforcement Systems Program.

Your Committee received written comments in support of this measure from the Department of Transportation.

Your Committee received written comments in opposition to this measure from one individual.

Your Committee finds that speeding continues to contribute significantly to traffic fatalities and serious injuries on the State's roadways.  Your Committee recognizes that the use of automated speed enforcement systems is a proven and effective strategy to encourage responsible driving behaviors and mitigate dangerous speeding patterns.  Your Committee believes that the program funded by this measure will help support traffic safety by allowing for the continued use and expansion of these speed enforcement systems.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1166, H.D. 1, S.D. 1, and recommends that it pass Third Reading.

Respectfully submitted on behalf of the members of the Committee on Ways and Means,
