     Your Committee on Transportation, to which was referred H.B. No. 1166, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO AUTOMATED SPEED ENFORCEMENT SYSTEMS PROGRAM,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to appropriate funds out of the State Highway Fund for deposit into the Automated Speed Enforcement Systems Program Special Fund and appropriate funds out of the Automated Speed Enforcement Systems Program Special Fund.

 

     Your Committee received testimony in support of this measure from the Department of Transportation.

 

     Your Committee received testimony in opposition to this measure from one individual.

 

     Your Committee finds that speeding remains a significant factor in traffic fatalities and serious injuries on the State's roadways.  The implementation and maintenance of automated speed enforcement systems represent a proven and effective strategy to encourage responsible driving behaviors and mitigate dangerous speeding patterns.  This measure will ensure the continuity and sustainability of the State's automated speed enforcement systems to improve road safety and reduce preventable tragedies on the State's roadways.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1166, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1166, H.D. 1, S.D. 1, and be referred to your Committee on Ways and Means.
