     Your Committee on Health and Human Services, to which was referred Governor's Message No. 790, submitting for study and consideration the nomination of: 

 

Board of Certification of Operating Personnel in Wastewater Treatment Plants

     Your Committee reviewed the personal history, resume, and statement submitted by Emily Dong for service on the Board of Certification of Operating Personnel in Wastewater Treatment Plants.

 

     Your Committee did not receive any testimony on the nomination for the reappointment of Emily Dong.

 

     Upon review of the testimony, your Committee finds that Ms. Dong's background and dedication to serving the public qualify her to be reappointed to the Board of Certification of Operating Personnel in Wastewater Treatment Plants as a member who is a professional engineer in private practice.  Your Committee notes that Ms. Dong is a professional engineer with thirteen years of experience in the wastewater industry and currently works as a Project Manager for Brown and Caldwell, an environmental engineering and consulting firm that provides planning, design, and program management services for water, wastewater, and environmental infrastructure projects.  As Program Manager, Ms. Dong has been involved with projects relating to the planning, design, and management of wastewater treatment facilities and pump stations and is knowledgeable in facilitating large programs in supervisory control and data acquisition systems, automation, controls, and wastewater process optimization.  Your Committee further notes that Ms. Dong has been serving on the Board of Certification of Operating Personnel in Wastewater Treatment Plants since 2019, and has a thorough understanding of the role and responsibilities of its members.  Your Committee finds that Ms. Dong's experience and knowledge in wastewater engineering and project management will continue to enhance the effectiveness of the Board.  Your Committee therefore recommends that Emily Dong be reappointed to the Board of Certification of Operating Personnel in Wastewater Treatment Plants based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
