STAND. COM. REP. NO. 3898

Honolulu, Hawaii

RE:     GOV. MSG. NO. 784

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Government Operations, to which was referred Governor's Message No. 784, submitting for study and consideration the nomination of:

911 Board

G.M. No. 784

TERENCE GOMEZ

for a term to expire 06-30-2030,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Terence Gomez for service on the 911 Board.

Your Committee received testimony in support of the nomination for the appointment of Terence Gomez from the Hawaii County Police Department and two individuals.

Upon review of the testimony, your Committee finds that Mr. Gomez's background and dedication to serving the public qualify him to be appointed to the 911 Board as a representative from the Public Safety Answering Point for Maui County.  Your Committee notes that Mr. Gomez has been a law enforcement professional since 1999 and currently works as an assistant police chief overseeing the Technical Support Bureau for the Maui Police Department.  Mr. Gomez began his career as a patrol officer, responding to emergency calls and gaining experience in analyzing and developing solutions for complex challenges, before spending the next sixteen years specializing in juvenile crime prevention, first as a school resource officer, where he mentored children and worked directly with the schools in his community, and then as Commander of the Juvenile Crime Prevention Division, where he advanced initiatives and oversaw programs for youth intervention and crime prevention.  Before his current role, Mr. Gomez commanded district operations in Wailuku, Kihei, and Lanai, and gained valuable experience in collaboration, planning, and resource management.  Your Committee finds that Mr. Gomez has a thorough understanding of the role and responsibilities of board members, and his extensive experience in coordinating emergency operations will continue to enhance the effectiveness of the 911 Board.  Your Committee therefore recommends that Terence Gomez be appointed to the 911 Board based on his knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Government Operations that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Government Operations,
