Your Committee on Health and Human Services, to which was referred Governor's Message No. 782, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by John McComas for service on the Statewide Health Coordinating Council.
Your Committee received testimony in support of the nomination for the appointment of John McComas from the State Health Planning and Development Agency and AlohaCare.
Upon review of the testimony, your Committee finds that Mr. McComas' background and dedication to serving the public qualify him to be appointed to the Statewide Health Coordinating Council as a member who is a consumer of health care who is not a health care provider. Your Committee notes that Mr. McComas has over four decades of health care experience, including twenty-five years of experience in managed care and working with government health plans, and is currently retired. Most recently, Mr. McComas served as the longstanding Chief Executive Officer of AlohaCare from 1996 to 2017, an organization he helped found in 1994 and developed into one of the State's largest health plans. As CEO, Mr. McComas contributed to the success and growth of the State's Federally Qualified Health Centers and improved services to Med-QUEST beneficiaries on all islands. Previously, Mr. McComas was the Director of Operations for the TRICARE program, formerly known as the Civilian Health and Medical Program of the Uniformed Services, for the Hawaii Medical Service Association. Your Committee finds that Mr. McComas has a thorough understanding of the role and responsibilities of council members and his extensive experience as a health care executive will enhance the effectiveness of the Council. Your Committee therefore recommends that John McComas be appointed to the Statewide Health Coordinating Council based on his knowledge, background, and dedication to public service.
