STAND. COM. REP. NO. 3980

Honolulu, Hawaii

RE:     GOV. MSG. NO. 781

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 781, submitting for study and consideration the nomination of:

Policy Advisory Board for Elder Affairs

G.M. No. 781

STEPHEN LUNG

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Stephen Lung for service on the Policy Advisory Board for Elder Affairs.

Your Committee received testimony in support of the nomination for the reappointment of Stephen Lung from the Executive Office on Aging, Policy Advisory Board for Elder Affairs, Hawaii Medical Service Association, Hawaii Family Caregiver Coalition, and one individual.

Upon review of the testimony, your Committee finds that Mr. Lung's background and dedication to serving the public qualify him to be reappointed to the Policy Advisory Board for Elder Affairs as a member who is sixty years of age or older with interests and knowledge in, and ability to contribute to, the solution of problems relating to aging.  Your Committee notes that Mr. Lung is retired with more than thirty-seven years of experience in the health care insurance industry and currently serves as a volunteer counselor for the State Health Insurance Assistance Program on a weekly basis, where he educates and assists seniors to better understand Medicare coverage and benefits.  Your Committee further finds that Mr. Lung is an active member in his community and volunteers weekly with Hawaii Meals on Wheels, delivering meals to older adults across the State.  Your Committee further notes that Mr. Lung has been serving on the Policy Advisory Board for Elder Affairs since 2021 and has a thorough understanding of the roles and responsibilities of board members.  Your Committee finds that Mr. Lung's experience, knowledge, and dedication to serving the State's senior community will continue to enhance the effectiveness of the Board.  Your Committee therefore recommends that Stephen Lung be reappointed to the Policy Advisory Board for Elder Affairs based on his experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
