     Your Committee on Labor and Technology, to which was referred Governor's Message No. 774, submitting for study and consideration the nomination of:

     Your Committee reviewed the personal history, resume, and statement submitted by Douglas Moore for service on the Labor and Industrial Relations Appeals Board.

 

     Your Committee received testimony in support of the nomination for the appointment of Douglas Moore from the Department of Labor and Industrial Relations; United Public Workers, AFSCME Local 646, AFL-CIO; Hawaiʻi State Teachers Association; State of Hawaii Organization of Police Officers; International Longshore and Warehouse Union, Local 142; and six individuals.

 

     Upon review of the testimony, your Committee finds that Mr. Moore's background and dedication to serving the public qualify him to be appointed to the Labor and Industrial Relations Appeals Board.  Your Committee notes that Mr. Moore has over thirty-five years of legal experience and currently works as an Attorney at The Law Offices of Douglas Thomas Moore, LLC, where he has represented many injured workers with their workers' compensation claims, litigated numerous administrative law cases for injured federal and state workers, and represented injured Longshore workers and Jones Act seamen.  Previously, Mr. Moore practiced law with Bradley A. Coates, Esq., Weinberg and Bell Attorneys, and worked in the Hawaii State Senate Majority Research Office during the 1988 Legislative Session.  Your Committee further notes that in addition to his litigation background, Mr. Moore has demonstrated leadership within the State's legal community through service as Treasurer for the Hawaii State Bar Association, Chair of the Civic Education Committee of the State Bar, Chair of the Labor and Employment Law Section, President of the Consumer Lawyers of Hawaii, President of the Hawaii Federal Bar Association, Editor for The Federal Lawyer, and a court appointed arbitrator.  Furthermore, Mr. Moore provides substantial pro bono services to Volunteer Legal Services and the HSBA call-in hotline, and he is the co-founder and President of the Hawaii Injured Workers Association, a non-profit organization.  Your Committee finds that Mr. Moore has a thorough understanding of the role and responsibilities of board members and his extensive legal experience will continue to enhance the effectiveness of the Labor and Industrial Relations Appeals Board.  Your Committee therefore recommends that Douglas Moore be appointed to the Labor and Industrial Relations Appeals Board based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
