     Your Committee on Government Operations, to which was referred Governor's Message No. 773, submitting for study and consideration the appointment of:

     Your Committee reviewed the personal history, resume, and statement submitted by Paula Youngling for service on the Procurement Policy Board.

 

     Your Committee received testimony in support of the nomination for the appointment of Paula Youngling from the Department of Accounting and General Services; Department of Transportation; University of Hawaiʻi System; State Procurement Office; Office of the Mayor of the City and County of Honolulu; Department of Budget and Fiscal Services of the City and County of Honolulu; Oahu Transit Services, Inc.; General Contractors Association of Hawaii; and nine individuals.

 

     Upon review of the testimony, your Committee finds that Ms. Youngling's background and dedication to serving the public qualify her to be appointed to the Procurement Policy Board as a member having five years of high-level county procurement experience.  Your Committee notes that Ms. Youngling has worked across federal, state, and county procurement systems for over twenty years and currently serves as the Central Purchasing and Contracts Administrator for the City and County of Honolulu.  Ms. Youngling previously served as the Assistant Administrator for the State Procurement Office, where she advised agencies on procurement policy, balancing statutory requirements with practical implementation for situations involving significant operational impact.  Throughout her career, Ms. Youngling has drafted and reviewed procurement law, modernized procurement processes, and overseen multibillion dollar contracts, all while ensuring compliance with complex regulatory frameworks.  Thus, your Committee believes that Ms. Youngling's extensive understanding of the State's procurement landscape will continue to enhance the effectiveness of the Procurement Policy Board.  Your Committee also notes that Ms. Youngling has a thorough understanding of the role and responsibilities of board members.  Your Committee therefore recommends that Paula Youngling be appointed to the Procurement Policy Board based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Government Operations that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the appointee, has found the appointee to be qualified for the position to which appointed and recommends that the Senate consent to the appointment.
