     Your Committee on Agriculture and Environment, to which was referred Governor's Message No. 772, submitting for study and consideration the nomination of: 

 

Environmental Advisory Council

MICHELE LEFEBVRE

for a term to expire 06-30-2030,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Michele Lefebvre for service on the Environmental Advisory Council.

 

     Your Committee received testimony in support of the nomination for the reappointment of Michele Lefebvre from the Department of Business, Economic Development, and Tourism; Office of Planning and Sustainable Development; State Environmental Advisory Council; and four individuals. 

 

     Upon review of the testimony, your Committee finds that Dr. Lefebvre's experience, knowledge, and proven leadership on the Environmental Advisory Council qualify her for reappointment to the council as a member from the Island of Hawaii.  Your Committee notes that Dr. Lefebvre holds a Ph.D. in Biology and has more than twenty years of experience in environmental science and is currently a project manager at Stantec Consulting Services Inc.  Dr. Lefebvre is experienced in the preparation of documents required by the National Environmental Policy Act and state environmental review program.  Your Committee further notes that Dr. Lefebvre has served on the Environmental Advisory Council since 2022 and currently serves as the Chair of the Environmental Advisory Council's Exemption Committee.  Your Committee finds that Dr. Lefebvre's experience and knowledge will continue to be assets to the Environmental Advisory Council.  Your Committee therefore recommends that Michele Lefebvre be reappointed to the Environmental Advisory Council based on her experience, knowledge, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Agriculture and Environment that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
