STAND. COM. REP. NO. 3865

Honolulu, Hawaii

RE:     GOV. MSG. NO. 760

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 760, submitting for study and consideration the nomination of:

Board of Pharmacy

G.M. No. 760

BRANDON RABANG

for a term to expire 06-30-2030,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Brandon Rabang for service on the Board of Pharmacy.

Your Committee received testimony in support of the nomination for the reappointment of Brandon Rabang from the Board of Pharmacy and two individuals.

Upon review of the testimony, your Committee finds that Mr. Rabang's knowledge and proven experience on the Board of Pharmacy qualify him for reappointment to the Board as a public member.  Your Committee notes that Mr. Rabang has over twenty years of experience in the pharmaceutical industry.  Mr. Rabang has worked for Janssen Pharmaceutical Inc., a subsidiary of Johnson & Johnson, since 2003, progressing from his initial role as a Primary Care Sales Representative through numerous managerial roles to his current position as Executive Hospital Account Specialist, where he is responsible for partnering with health care customers to ensure residents of the State have access to live-saving medications.  Your Committee further notes that Mr. Rabang has served on the Board of Pharmacy since 2022 and that Mr. Rabang's experience and knowledge will continue to be assets to the Board.  Your Committee therefore recommends that Brandon Rabang be reappointed to the Board of Pharmacy based on his governance experience, knowledge of the pharmaceutical industry, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
