STAND. COM. REP. NO. 3933

Honolulu, Hawaii

RE:     GOV. MSG. NO. 752

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Education, to which was referred Governor's Message No. 752, submitting for study and consideration the nomination of:

Early Learning Board

G.M. No. 752

CHERYL CUDIAMAT

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Cheryl Cudiamat for service on the Early Learning Board.

Your Committee received testimony in support of the nomination for the reappointment of Cheryl Cudiamat from the Executive Office on Early Learning and one individual.

Upon review of the testimony, your Committee finds that Ms. Cudiamat's background and dedication to serving the public qualify her to be reappointed to the Early Learning Board as an at-large voting member with experience as a local provider of early childhood education and development services.  Your Committee notes that Ms. Cudiamat has been an early childhood education professional since 2008 and currently works as Chief Executive Officer and Director of the Keiki Care Center of Hawaii, Inc. where she oversees daily operations for the community-based preschool; ensures consistency in curricula; and manages licensing, enrollment, marketing, and fiscal matters.  Ms. Cudiamat also has significant experience in business, financial, and administrative operations due to her previous positions as President of Structural Hawaii, Inc. and Chief Executive Officer of Structural Builders Hawaii, Inc.  Your Committee further notes that Ms. Cudiamat is an active member in her community and serves as Manager and Co-Founder of Elevate Athletics Hawaii, where she manages the non-profit's fiscal responsibilities.  Ms. Cudiamat has further served on the Early Learning Board since 2024 and contributes a valuable perspective based on her first-hand operational knowledge of early learning environments.  Your Committee finds that Ms. Cudiamat's experience and knowledge will continue to be assets to the Early Learning Board.  Your Committee therefore recommends that Cheryl Cudiamat be reappointed to the Early Learning Board based on her experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Education,
